Please email a copy or screenshot of your Skills Passport certification record: Safe Haven, Concussion, Safe Sport, Sudden Cardiac Arrest, Laws of the Game, Intermediate Coach certificate BEFORE the day of the course. Lunch is included.

This will be the only courses administered before the Fall season. Please register for the in-person course under Training Events, as well as the online pre-requisite under Training Library / Coach (select the appropriate course, click enroll, go to your My Training folder to find the online course materials).

Intermediate Referee Course
Hosted by Pearl City Region 381 - Register in AYSOU

This is for volunteers already Regional Referee certified. Goes more in depth on fouls, misconduct, offside, game management, ref positioning and movement, etc.

This course will be held in 3 classroom sessions: 9/8/25, 10/6/25 and 10/13/25

This will allow for practice/observation between sessions. An additional field session will be scheduled following the final classroom one.
Please encourage experienced ref volunteers in 12U and older age groups to attend.

COURSE DESCRIPTION
The purpose of this course is to train Intermediate Referees in all aspects of refereeing to develop skills that will allow the referee to officiate most AYSO soccer matches under the AYSO (IFAB) Laws and AYSO National Rules and Regulations.

TEACHING OBJECTIVES

  1. Be familiar with and competent in all aspects of the diagonal system of control.
  2. Recognize complex issues relating to cooperation between referees and assistant referees.
  3. Demonstrate agility and physical fitness.
  4. Preparation for assessment
  5. Practice aspects of mental and emotional preparation.
  6. Recognize (“read”) situations involving critical judgments regarding the application of advantage.
  7. Consistently identify impeding an opponent’s progress.
  8. Recognize, punish, and conduct send-offs.
  9. Practice technicalities involving special goal scoring opportunities.
  10. Discriminate punishment for players, substitutes, and others.
  11. Practice decision-making skills.

AYSO Implements U.S. Soccer's Referee Abuse Prevention Policy

As a proud member of the U.S. Soccer Federation, AYSO has officially adopted the U.S. Soccer Referee Abuse Prevention (RAP) Policy. This policy is now included in AYSO’s governing documents and applies to all affiliated matches.

U.S. Soccer’s RAP Policy establishes clear expectations and minimum sanctions for individuals who engage in abusive behavior toward referees. With this policy now in effect across all U.S. Soccer member organizations, it directly impacts all AYSO matches you may be officiating.

Unlike the U.S. Soccer implementation, the AYSO implementation of the RAP applies to all members of our soccer community—including coaches, referees, officials, other volunteers, spectators, team members, and other participants. Everyone is expected to contribute to a respectful and safe environment on and around the field.

If you're not yet familiar with the Referee Abuse Prevention Policy, we encourage you to read the policy here.

It’s important to note that The Laws of the Game remain unchanged. What has changed are the consequences for violating the referee abuse policy.

As a referee, you should not alter how you officiate the game in response to this policy. Continue managing behavior from coaches, players, and spectators in the proactive, preventative manner you’ve always practiced and deal with dissent early using your tools (presence, look, voice, whistle, etc.) to prevent it from escalating to abuse. If you need support or guidance on effective behavior management, please reach out to your RRA or ARA. You may also want to revisit the policy’s examples of inappropriate conduct to refresh your understanding of which actions warrant a response.

The intent of the RAP Policy is not to encourage an increase in red cards for actions that previously did not merit one. Instead, the goal is to deter misconduct by establishing stronger consequences. That said, the examples listed under Level 1 (non-physical abuse) should prompt us to reassess what behaviors are considered unacceptable and deserving of a response from the referee.

Behaviors outlined in Levels 2 through 4 of the non-physical section, as well as any physical abuse, should continue to result in a red card, just as they have in the past.

Every breach of the Referee Abuse Prevention Policy must be reported. Please use the reporting mechanisms established in your Section, Area, or Region to report all incidents and misconduct. Timely and accurate reporting is essential for enforcement and for creating a safer environment for referees.

AYSO remains committed to creating a safe, respectful, and positive environment for all participants. This policy reinforces our collective responsibility to protect referees and uphold the integrity of the game.

The best way is to find courses is to search AYSOU.
Login to your Volunteer page, then log in to AYSOU as a Learner.

 Then click Training Event
Under Training Event, leave Region blank (click the x), under location use 50km and enter zip code, leave courses blank.
Click the little icon that looks like horizontal lines and search by month and all scheduled events will pop up for the indicated month including all referee and coach courses (leave courses box blank). To change month, click the arrows “> <” to left and right of the month.

As courses are added and deleted, results will change.

AYSO Section 7 Disciplinary Guidelines

2024 AYSO CROSSOVER TO USSF GRASSROOTS REFEREE

U.S. Soccer offers a one-time Crossover option for AYSO referees who are currently Intermediate or Advance level.

This option allows an existing AYSO referee in either of those levels to become a U.S. Soccer referee and bypass a few entry level requirements.

Crossover referees do NOT need to take the 2-hour virtual (ZOOM) or in-person referee course or the 2-hour field training session.

Please note, however, that state and federal compliance trainings are still needed. If you have already completed those trainings, a copy of your certification will be required.

To register, go to https://learning.ussoccer.com/ (the Digital Learning Center-DLC).

FIRST-TIME REFEREES must set up an account at DLC. Click SIGN UP and REGISTER AS REFEREE. Complete form and click SIGN UP at bottom right. Click I HAVE NEVER HELD A U.S. SOCCER REFEREE LICENSE BEFORE.

Step 1:  Click REFEREE PROGRAM at the bottom of the screen which will take you to REFEREE LICENSE PATHWAY.

Step 2:  Click REGISTER FOR A COURSE which will take you to AVAILABLE COURSES.

Step 3:  Under LICENSES, Click GRASSROOTS FIRST-TIME REFEREES on the left.

Step 4:  Click GO TO COURSE LIST in red box on the right.

Step 5:  Under UPCOMING GRASSROOTS FIRST-TIME REFEREES, click COURSE DETAILS in red on the right of 2024 AYSO CROSSOVER TO USSF GRASSROOTS REFEREE.

Step 6:  Below the action photo, click WHAT DO I NEED TO DO in a red box and proceed, accordingly. Cost:  $60.00.
